Recent analysis has shown that there are now approximately 2.5 million non-existent patients on surgery lists. The NHS continues to pay GP surgeries for patients who have either moved away or are sadly deceased. The sum of £141.00 is paid for each patient on a surgery’s list, which equates to approximately £43,750 per practice which is being paid for patients that are accessing their services.
Latest figures from the Health and Social Care Information Centre show that there are 57.6 million patients registered with a GP in England compared to a population of 55.1 million. This discrepancy of 2.5 million means that 4 percent of those listed with GPs simply do not exist. Yet, the NHS is obliged to pay £141 per patient to cover care regardless of how often they make appointments.
Despite recent clamp downs and cleanses of lists, which have resulted in patients who were correctly registered being taken off the list and forced to re-register, the number of “ghost” patients continues to rise. Experts say that although many such patients are left on the register by mistake, some are kept on by doctors deliberately to increase the surgery’s income.
Inez Brown, Partner at Medical Accident Group, said “Whilst the NHS continues to waste money on patients who do not even exist, the threat to valid and vital representation to those who have been injured following negligent treatment by the NHS continues.
With the proposed introduction of fixed fees paid to lawyers who represent injured patients, their access to justice faces being compromised on the grounds that the NHS needs to make savings. Surely, a more cost effective and just way of dealing with the funding crisis would be to make sure that their own service provision is in order, rather than threatening the access to compensation of which our clients are in desperate need”.
